Can I target by state, region, or city?
No. Targeting is country-level only, not state, region, province, or city. Your analytics still show the city a click came from, but routing decisions are made purely on country.

No, Flyn does not route by language or browser locale. If you need to split by language, set up per-country rules that map to your localized pages, since country is usually a close proxy for the audience you are after.
